Accessibility Statement

iLearn is the web portal of the e-VidyaBharati and e-ArogyaBharati (e-VBAB) Network Project of the Ministry of External Affairs, Government of India. We want every learner, including persons with disabilities, to be able to use this portal. The portal is designed to follow the Guidelines for Indian Government Websites and Apps (GIGW) 3.0 and the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA, in line with the Rights of Persons with Disabilities Act, 2016.

Conformance status

The public pages of this portal were tested on 16 October 2026 with an automated checker (axe-core 4.9.1) and with manual checks of keyboard use, colour contrast, reflow at 320 pixels and screen-reader labels. The automated scan found no WCAG 2.1 Level A or Level AA violations on the pages tested. Some criteria can only be checked by a person, and these checks continue.

Accessibility features

• A Skip to main content link is the first item on every page.
• All functions can be used with a keyboard, and the item that has focus is clearly outlined.
• Text size controls (-A, A, A+) change the page zoom between 80% and 200%. Browser zoom also works.
• A High Contrast view is available from the top bar.
• Pages use headings, landmarks, labelled form fields, and descriptive link text so that screen readers can navigate them. See Screen Reader Access for free and commercial screen readers.
• The scrolling notice and the image carousels have a Pause button.
• Pages reflow to small screens without sideways scrolling.
• Every PDF link shows its format and file size, and HTML versions of the Guidelines (Africa), Guidelines (Afghanistan) and User Manual are available.
• A Hindi version of the main information pages is available at हिन्दी, and the language selector offers other Indian languages through machine translation.

Known limitations

• University and institute portals that iLearn links to are run by those institutions and may not meet the same standard.
• The language selector uses Google Translate, which is machine translation and may contain errors.
• Sign-in is provided by a separate identity service (Microsoft Azure AD B2C) whose pages are outside the control of this portal.
• Older PDF documents may not be fully accessible. Where a PDF is the main document, an HTML version is provided.
